Kathmandu, December 20
The Constitutional Council has recommended former home secretary Prem Kumar Rai as the chief commissioner of the Commission for the Investigation of Abuse of Authority.
His name and 44 others were recommended by the meeting of the council after the government issued the controversial ordinance to amend key provisions of the Constitutional Council Act last week. The council sent the names to the Parliament Secretariat only today after the House of Representatives was dissolved by the president.
Parliament Secretariat Spokesperson Roj Nath Pandey told THT that they had received the names of 45 persons for the posts of members and chairpersons of several constitutional bodies.
As per the council decisions, apart from Rai, former additional inspector generals of police Jay Bahadur Chand and Kishor Silwan have been recommended as members of the CIAA.
The council has also recommended Ram Prasad Bhandari and Janaki Tuladhar as commissioners of the Election Commission, Top Bahadur Magar as chairman of National Human Rights Commission, Juddha Gurung as chairperson of Natural Resources and Financial Commission, Kamala Kumari Parajuli as chairperson of National Women Commission, Devraj BK as chairperson of National Dalit Commission, Ram Bahadur Thapa as chairperson of Indigenous Commission, Jiwachh Sah as chairman of Madhesi Commission, Bikash Chaudhary as chairman of Tharu Commission, and Mahmuddhim Ali as chairman of Muslim Commission.
It is not clear whether the appointments recommended by the council will be deemed valid since the Parliamentary Hearing Committee cannot conduct its hearing for the newly recommended names, as the HoR has been dissolved.
